Really?? the CNN article, Surprise: Recessions don't spark business startups

http://money.cnn.com/2010/01/14/smallbusiness/startup_growth_in_recessions/index.htm the article is to the effect

Surprise: Recessions don't spark business startups.

But....I would like to challenge this argument. I can see much more people in this downturn start their businesses than the non-down turn. Does the government census include the start-ups with no official registration as business? I guess no. There are more people out of work and the pressure to survive tomorrow is immenser, people will bring about new idea of business and start doing something thereon but it does not necessarily that they will right away register themselves with the authority to be on census( when you have no job, no money, why bother going to the authority and pay money and register??). When this "hidden" number included, the number of start-up in the down turn will be much bigger than normal time. This is just my assumption. I may be wrong.
